Frank McCarthy

Founder & Principal

After 20 years embedded in politics, media and policy, Frank opened the doors to McCarthy Advanced Consulting in 2017 to provide his clients with the most comprehensive and effective government affairs services in the industry. He assembled an experienced, aggressive and results-driven team who have helped his firm and their clients stay ahead of the curve regardless of which party controls the levers of power in Washington. 

Because Frank is constantly in front of decision makers in relevant federal agencies and the halls of Congress, Frank has accumulated an impressive list of policy victories on issues ranging from transportation, energy, telecommunications, labor, and healthcare.

Often referred to as one of the hardest working people on Capitol Hill, Frank also believes in working smarter. By blending digital techniques with old fashioned shoe leather, his team at MAC can provide face-to-face interaction with lawmakers on the Hill while providing the tools to activate winning grassroots and digital media campaigns.

 

Having earned many plaudits in his career, including being named to the Hill's list of the Top Lobbyists every year since 2019 and being named a Bloomberg Government's Top Lobbying Firm in 2021 and 2022, Frank is most proud of the many victories he's had for energy, transportation and labor policy.

Prior to MAC, Frank spent five years at the helm of a boutique lobbying firm where he often helped his transportation, energy and labor clients fight above their weight class. 

 

A seasoned congressional staffer who has served two House Transportation Committee Chairmen, Frank has also spent time as a sports journalist in New York and an in-house lobbyist for an AFL-CIO-affiliated union, the National Air Traffic Controllers Association (NATCA). He and his wife Richette live in Alexandria, VA with their three kids.

Erin Delaney
Executive Director

After a two-year hiatus, Erin Delaney rejoined MAC in January 2021, bringing along her strong bipartisan connections built over 20+ years of congressional and government relations experience, as well as her signature work ethic and attention to detail. Along with a comprehensive understanding of the legislative process, Erin’s wide-ranging expertise helps guide clients with their scheduling and administrative needs as well as Political Action Committee compliance and management.

 

Erin started her career on Capitol Hill in 1999 working at the Senate Committee on Veterans’ Affairs under Pennsylvania Senator Arlen Specter. During her time on the Hill, she worked for three different House Members: Todd Platts of Pennsylvania, New Jersey’s Frank LoBiondo, and Sam Graves of Missouri. She has substantial experience working for trade associations and multi-client government relations firms. Additionally, she has worked on several political campaigns on the congressional, senatorial and presidential levels. 

 

Erin is a graduate of Pennsylvania State University with a Bachelor of Science in Health Policy Administration and Gerontology.  Erin is a proud Army wife to her husband, John, who recently retired after nearly 35 years of active-duty service. They have one daughter, Katie.  

Marianne Myers
Director of Research

Marianne joined Team MAC in 2018 bringing extensive experience in state and federal policy. Most recently, Marianne served as Policy Director for the Lung Cancer Alliance where she worked with other like-minded organizations to educate Congress and advance lung cancer initiatives.

 

Marianne served as a Legislative Director for two Members of Congress from central Pennsylvania, including her hometown Representative Todd Platts. During her time on Capitol Hill, she developed and implemented the Members’ legislative agendas and staffed the Members’ priority committee assignments. 

 

Through her work at international public affairs firm GolinHarris, Marianne lobbied on behalf of many businesses, associations, advocacy organizations and universities to implement their public policy priorities. Her work there included helping clients such as Safe Kids Worldwide’s Home Safety Council, First Candle (formerly SIDS Alliance), American Legacy Foundation and Olympus Health, educating Congress and relevant federal agencies on infant and child safety issues. 

 

Marianne graduated from West Virginia University with a degree in political science and was an office holder in the WVU national capital alumni chapter for many years. She began her career in the Pennsylvania capital of Harrisburg before moving to Capitol Hill. Marianne currently resides in Summerville, South Carolina, where she resides with her husband and two children.

Paul Milotte joins the MAC team after years of extensive government affairs experience, including nearly a decade in the House of Representatives and running the government affairs office for a national trade association.  He has worked for and collaborated with all levels of government, including the U.S. Congress, federal regulators, trade associations, and the private sector.

 

Paul worked as Vice President of Government Affairs for the American Moving & Storage Association (AMSA) where he oversaw congressional and regulatory advocacy on behalf of the association’s approximately 3,400 members. Delivering the organization’s interests to federal lawmakers and regulators, Paul built a government affairs team which increased AMSA’s federal rulemaking participation and expanded the association’s Political Action Committee footprint. 

 

In 2020, Paul served as Political Director for Alaska Senator Dan Sullivan’s victorious reelection.  In his role, Paul secured endorsements from key political and business leaders and helped the campaign to a 12-point victory despite being outraised by over $7 million. 

 

Paul began his career in 2008 in the office of Alaska Congressman Don Young. For nearly ten years, Paul worked his way up through the Congressman’s staff, handling numeous policy areas, including transportation, energy, and labor. As Senior Policy Advisor, Paul and the Young team proudly secured vital federal resources for transportation projects, including nearly $3 billion for Alaska infrastructure in the FAST Act and over $175 million in Essential Air Service funding.

 

Paul received his Bachelors Degree in Political Science from Virginia Tech. The former regular extra on Netflix’s House of Cards, lives in Arlington, Virginia and is a devoted father. 

Richette McCarthy
Director of Finance

Richette McCarthy has served as the Director of Finance for MAC since joining the firm at its inception in 2017. Overseeing all financial aspects of the firm, including invoicing and payroll, Richette brings a level of reliability and professionalism that have become a hallmark of MAC's financial operations.

Before joining MAC, Richette spent more than a decade at Greener & Hook, a premier Washington-based strategic communications agency. Upon her arrival, she immediately put her organizational and management experience to use streamlining and improving the day-to-day office operations. As a result of her efforts, agency clients and strategic partners, including high-profile political and corporate clients, came to know her as a key member of the G&H team.

 

Richette came to the Washington, D.C. area in 2001 to work for Rothfuss Engineering Company in Jessup, MD. As the administrative assistant for the engineering firm, she was responsible for supporting the engineering consultants and clientele, as well as finalizing all company reports.

Prior to her move to the D.C. area, McCarthy managed the Stockyard Restaurant in her hometown of Hopewell Junction, N.Y. From 1994 until January 2001, she managed the company's finances and oversaw all of its employees.

Richette graduated from Marymount College in Tarrytown, N.Y. with a BS in Business and Marketing in 1999. She now resides in Alexandria, VA with her husband and three children.

1607 Strategies uses its proven experience and demonstrated ability to pass niche issues in a challenging political environment.  The company represents top Small Business Administration (SBA) 7(a) and Paycheck Protection (PPP) financial firms and works with a broad range of companies on various issues. These include fintech, marketplace lending, crypto currency, payment systems, banking regulatory reform, issues and regulations affecting insurance companies, financial services, tax, and securities. 1607 Strategies also has experience with terrorism risk insurance, flood insurance, and corporate governance issues. Travis has advocated for tax policy changes and banking regulatory reform in Congress, including the implementation of regulatory actions.

The firm's principal and founder, Travis Johnson, started 1607 Strategies in 2019.  As a native of Virginia and graduate of the College of William and Mary, he was drawn to early Virginia history and named the firm in honor of the Jamestown colony.  After it was established in 1607, the colony endured a challenging environment that seemed insurmountable but survived as the first permanent English settlement in America.

Maverick Strategies

Richard Dick Doubrava, founder of Maverick Strategies, LLC has over four decades of experience in congressional, regulatory, corporate, association, and political advocacy in Washington, DC.  He is skilled in all issue areas of aviation—policy, industry, and security.

 

Prior to opening Maverick, Doubrava served as Vice President of Government Affairs at the National Business Aviation Association (NBAA) where he was responsible for developing and executing the association’s legislative and regulatory priorities before Congress, executive agencies and public policy organizations. 

Doubrava started his career in the Government Affairs Department of Delta Air Lines. He also served as Deputy Director of Congressional Affairs at DOT during the Reagan Administration under Secretaries Elizabeth Dole and James Burnley, and spent over a decade on Capitol Hill working for James Abnor of South Dakota in both the House and the Senate. Additionally, Doubrava headed up the Security Department at the Air Transport Association (ATA), now known as Airlines for America (A4A).
