Government Relations & Public Affairs
Policy success takes more than passion; it requires
dedicated planning and meticulous execution. At MAC, we collaborate with our clients to tailor strategies that uniquely fit their organizational goals, combining social media and grassroots outreach with direct contact with decision makers.
Even the most-independent organization will sometimes find itself with common allies in a policy fight. MAC has helped build strong coalitions on healthcare, trade, transportation and taxes, and can help your organization coordinate efforts with likeminded groups on common issues.
At MAC, we specialize in direct and constant interaction with influence makers because we believe the best relationships are built in person. It's hard to see eye-to-eye if you never meet face-to-face, so we are constantly in front of decision makers in DC.
In this age of heightened partisanship and shrinking attention spans, the use of social and digital media platforms are more critical than ever. From whiteboard animations to social media campaigns to influence videos, MAC will help craft the precise message for your exact audience.

Each member of Team MAC has over 20 years of Capitol Hill and advocacy experience. We specialize in direct and constant interaction with influence makers because we believe the best relationships are built in-person.
Experienced. Accomplished. Driven.
Founder & Principal
After 20 years embedded in politics, media and policy, Frank opened the doors to McCarthy Advanced Consulting in 2017 to provide his clients with the most comprehensive and effective government affairs services in the industry. He assembled an experienced, aggressive and results-driven team who have helped his firm and their clients stay ahead of the curve regardless of which party controls the levers of power in Washington.
Because Frank is constantly in front of decision makers in relevant federal agencies and the halls of Congress, Frank has accumulated an impressive list of policy victories on issues ranging from transportation, energy, telecommunications, labor, and healthcare.
Often referred to as one of the hardest working people on Capitol Hill, Frank also believes in working smarter. By blending digital techniques with old fashioned shoe leather, his team at MAC can provide face-to-face interaction with lawmakers on the Hill while providing the tools to activate winning grassroots and digital media campaigns.
Having earned many plaudits in his career, including being named to the Hill's list of the Top Lobbyists of 2019, 2020 and 2021, Frank is most proud of the many victories he's had for energy, transportation and labor policy.
Prior to MAC, Frank spent five years at the helm of a boutique lobbying firm where he often helped his transportation, energy and labor clients fight above their weight class.
A seasoned congressional staffer who has served two House Transportation Committee Chairmen, Frank has also spent time as a sports journalist in New York and an in-house lobbyist for an AFL-CIO-affiliated union, the National Air Traffic Controllers Association (NATCA). He and his wife Richette live in Alexandria, VA with their three kids.
After a two-year hiatus, Erin Delaney rejoined MAC in January 2021, bringing along her strong bipartisan connections built over 20+ years of congressional and government relations experience, as well as her signature work ethic and attention to detail. Along with a comprehensive understanding of the legislative process, Erin’s wide-ranging expertise helps guide clients with their scheduling and administrative needs as well as Political Action Committee compliance and management.
Erin started her career on Capitol Hill in 1999 working at the Senate Committee on Veterans’ Affairs under Pennsylvania Senator Arlen Specter. During her time on the Hill, she worked for three different House Members: Todd Platts of Pennsylvania, New Jersey’s Frank LoBiondo, and Sam Graves of Missouri. She has substantial experience working for trade associations and multi-client government relations firms. Additionally, she has worked on several political campaigns on the congressional, senatorial and presidential levels.
Erin is a graduate of Pennsylvania State University with a Bachelor of Science in Health Policy Administration and Gerontology. Erin is a proud Army wife to her husband, John, who recently retired after nearly 35 years of active-duty service. They have one daughter, Katie.

Brian Kerkhoven, a seasoned Capitol Hill veteran turned clean energy and labor advocate, has joined McCarthy Advanced Consulting (MAC) to provide energy, labor and infrastructure subject matter expertise. Brian joins MAC after seven years leading energy policy for North America’s Building Trades Unions. A relentless advocate for good-paying, unionized, American jobs in the energy sector, Brian has advised companies and trade groups of all sizes as they try to thread environmental and energy policy through the needle of project development and labor strategy.
Along with his notable experience working in organized labor, Brian’s knowledge of the cleantech space (renewables, carbon mitigation, nuclear, offshore wind, and energy infrastructure), along with the oil and gas industry, provides MAC clients with a unique perspective as our nation transitions from traditional forms of energy.
Known for his straight-shooting approach, Brian’s background includes nearly a decade of service on Capitol Hill as Legislative Director for Representative Mike Kelly (R-PA), a Ways & Means Committee member, and on the legislative staff for his hometown Congressman, Jim Walsh (R-NY), a former House Appropriations Cardinal.
Between his two stints on Capitol Hill, Brian spent time as a cleantech energy analyst for a Wall Street investment bank. While at R.W. Baird, he helped expanded the firm’s coverage into key energy sectors, including hydraulic fracturing, electric vehicles, and renewable fuels for clients and sell-side analysts, bankers and sales teams. Brian’s unique experiences allow him to effectively decipher a wide range of interests for MAC’s clients.
Outside of work, Brian can be found skiing, golfing, and tinkering around in his woodshop. He is a proud native Western New York who received his degree in Business Administration from Colby-Sawyer College in New Hampshire. Brian now resides in Olney, MD with his wife and young daughter.

Richette came to the Washington, D.C. area in 2001 to work for Rothfuss Engineering Company in Jessup, MD. As the administrative assistant for the engineering firm, she was responsible for supporting the engineering consultants and clientele, as well as finalizing all company reports.
